Created in 1984 by the Domestic Abuse Intervention Project in Duluth, Minnesota, the Power and Control Wheel helps victims identify the abusive behaviors and tactics used by their partners. This particular control wheel has been adapted to help identify tactics most often used to manipulate and control people with disabilities.
